How to promote my blog?

Ok, I run a blog about culture. It is really difficult to understand for me, how can I increase the traffic there. The social network does not look very excited when I register there. What is really appropriate acting there to be popular? People there look to be interested in promoting themselves, nobody actually responds. What is it all about?
