A Complicated Issue
Without more details, it is hard for me to research this in any real depth.
I can tell you that cyberstalking and cyber harassment are crimes in some states, including Alabama, Arizona, Connecticut, Hawaii, Illinois, New Hampshire, New York, Alaska, Florida, Oklahoma, Wyoming, and California, but not most.
There is some Federal legislation on this, in particular in the Violence against women act, but whether that applies here depends on the nature of what is going on.
The best advice I can give you is to follow Ryan's suggestion and report the harassment here:

The form is more set up for financial crimes but does offer options that can apply in this case. Just fill it out the best that you can and see what comes of it.
It is the best I can do right now. You also have the option of filing a police report at your local station, but the good that will do is debatable. Some departments take such matters very seriously, others do not.
Keep all of your options open and keep knocking on doors until someone helps, I'll see if I can dig up something else.
