    I would like to disable the contextual help bubble that appears while hovering over the nav links.

    Are you on WordPress.com? Because the Cutline theme doesn't do that by default.

    i suppose it might be a browser setting, but i would love to disable for any browser regardless of the option.

    You probably mean the title="" attribute in the HTML. WordPress adds that by default if you use the wp_list_pages template tag, which I assume you do (see header.php). I have to say that the title attribute is useful for describing links to screen readers and other accessibility tools.

    But it's not a Cutline problem, so I suggest if you really want to hack into this, you might need some advanced code with the help of the official WordPress Support Forums.
