How to Put My Categories below my header

Forgive me for being a complete newb but how do I put things like my categories horizontally beneath my header, as is done on this site. (USER CP, FAQ, MEMBERS LIST, etc.) I'd like to be able to have categories appear here instead of vertically in one of my sidebars.
