Web Development Partner Wanted For Major Project

I'm looking for a partner to work on a major website development project in exchange for 49% equity share (I'd retain majority ownership).

Who I'm looking for:

A) Someone with experience developing a website with 1) user accounts and 2) social interaction
B) Someone who can work with video, video upload and server-side video format conversion
C) Someone who thinks they have the skills to develop a niche video sharing site (similar to YouTube but highly niched)

I'm willing to consider seeding this project with up to $3000, which will be recouped before profit sharing begins.
